i would say York is rather the worst CA , even the first UKCA , duke of edinburgh has bigger and more weapons, i haven't prove the last guns , and the amount of experience that requires is a little bit high (around 70k exp) i think so.

so i suggest increasing the weapon damage a little , increase the shell speed , because its really a pain to have to wait for the shells to impact on the enemy , and give a DP buff.
